<p><a href=http://www.cnsnews.com/news/article/57392>CNS News</a> did some investigating, and <a href=http://hotair.com/archives/2009/11/21/does-reid-bill-mandate-abortion-coverage-in-exchanges/>Ed Morrissey</a> came up with this analysis:</p>
<blockquote><p>At least ostensibly, this is an unfunded mandate on the states, which run the exchanges. What happens when no insurer in the state offers abortion coverage? At the moment, 87% of all abortions are purchased outside of third-party payers, so this is not an academic question. Do the feds intend to shut down an exchange that doesn’t offer an abortion plan? Or do they expect the states then to cover abortions instead?</p>
<p>&#8230; Once Congress stops re-enabling the Hyde Amendment, the mandates in Reid’s Section 1303 will force the federal government to supply the coverage for abortion where state exchanges have none. It will give the federal government an entree into broader health-insurance offerings, and that will have one ironic effect: it will crowd out those few private insurance plans that offer elective abortion coverage. Where Stupak’s opponents insisted that his language would create a “price signal” that would encourage private insurers to abandon abortion coverage, this would all but guarantee the same result, as private insurers would get undercut by the federal plan that would come into play.</p>
<p>This is nothing more than a mandate for federally-funded abortions. How long would it take a court to make that same determination? I suspect that Planned Parenthood and NARAL already have their legal counsel preparing for it.</p></blockquote>
<p>It&#8217;s not exactly a surprise that the health care bill would include funding for abortion.  Feminists have been howling about the Stupak amendment, the abortion lobby has been furious.  Liberals were bound to cave in to their demands, and they were bound to try to hide it from the federal public.  It is typical of liberals.  And it&#8217;s infuriating to anyone with any kind of morals or respect for the sanctity of life.  It&#8217;s bad enough that abortion is celebrated as some kind of right in this country, like it&#8217;s glorious for a woman to be able to go and kill her baby.  Feminists in particular revel in it, like it&#8217;s some kind of sacred cow.  Apparently, you have to be a member of the &#8220;I <3 Abortion" club in order to be a feminist in today's world.  There are currently about 1.3 million abortions performed a year, and this isn't good enough for feminists.  They not only want abortion to be free and legal, they want it to be paid for by Americans whether they like it or not. It has to be taxpayer-funded.  </p>
<p>It's important that we all understand this.  It's not good enough for feminists just to have abortion be legal and freely accessible.  Any woman who wants to can get an abortion.  And there is already $300 million a year in taxpayer subsidies for Planned Parenthood.  There's plenty of federal funding for abortion, but feminists always want more.  It isn't enough for abortion to be legal, it isn't enough for it to be federally subsidized.  How much do they want?  Does every single abortion performed need to be taxpayer funded so that any woman who wants one never has to pay for it out of her own pocket?  It's a disgusting state of affairs.  Half the country is morally opposed to abortion.  But liberals are a special group of people.  If they believe in something, then everyone must be for it and it must be federally mandated and subsidized.  If they don't believe in something, then no one should believe in it and it must be totally banned.  And so, thanks to this mental outlook and the carping of the feminist/abortion lobby, we are now looking at forcing half of the people in this country to fund something to which they are virulently opposed.</p>

<blockquote><p><strong><a href="http://www.rasmussenreports.com/public_content/business/economic_stimulus_package/november_2009/to_create_jobs_voters_say_cut_taxes_and_stop_spending" target="_blank">The latest Rasmussen Reports national telephone survey</a></strong> shows that 62% believe tax cuts are a better way to create jobs and fight unemployment. Only 21% believe that additional stimulus spending is a more effective tool. Earlier this year, as the first stimulus package was being debated in Congress, <a href="http://www.rasmussenreports.com/public_content/politics/general_state_surveys/texas/toplines/toplines_texas_march_2_2009" target="_self">62% of voters wanted the plan to have more tax cuts and less spending.</a></p>
<p>Given a different choice today, 51% believe canceling the rest of the stimulus money would create more jobs while 32% say spending the money would be the better approach to job creation. These findings are consistent with earlier polling. Most Americans say that, generally speaking, <a href="http://www.rasmussenreports.com/public_content/business/taxes/june_2009/53_say_more_government_spending_hurts_the_economy" target="_self">increased government spending is bad for the economy</a>. <strong> </strong>Earlier this year, before the unemployment rate had reached its current highs, <a href="http://www.rasmussenreports.com/public_content/business/economic_stimulus_package/june_2009/45_say_cancel_rest_of_stimulus_spending" target="_self">45% wanted to cancel the rest of the stimulus spending</a> while just 36% disagreed.</p>
<p>The survey also found that most voters are skeptical about claims of government job creation. Most (58%) say it’s unlikely that the stimulus plan has saved or created more than 600,000 jobs.</p></blockquote>
<p>They just hate that a Black man is in the White House, I&#8217;m sure. Plus, they are probably all wingnuts and fascists, maybe even Christianists and Fundies.</p>

			<content:encoded><![CDATA[<p>Smoke and mirrors abound. Reid says we&#8217;re &#8220;saving&#8221; money, that Medicare is &#8220;saved&#8221; and that taxes aren&#8217;t being raised, but the truth argues against Reid&#8217;s obfuscations.</p>
<p>Some points according to the CBO and the <a href="http://www.john-goodman-blog.com/files/CBO-Score-Final.pdf">Senate Republican Policy Committee</a>:</p>
<ul>
<li>Spending: The cost of the bill is $2.5 trillion over 10 years of full implementation (2014-2023).
<li>Taxes Increases: Taxes will go up $493.6 billion — nearly half a trillion dollars.
<li>Medicare Cuts: Medicare will be cut $464.6 billion — another half a trillion dollars.
<li>Government Plan: The bill includes a government run plan and provides states with the possibility of opting out of participating in that plan. According to CBO, the government run plan “would typically have premiums that were somewhat higher than the average premiums for the private plans in the exchanges.”
<li>Employer Mandate: The bill will impose $28 billion in new taxes on employers that do not provide government approved health plans.  </li>
</ul>
<p>Additional CBO Background:</p>
<ul>
<li>The bill would bend the federal cost-curve up.
<li>24 million people would be left without insurance.
<li>States will have to spend an additional $25 billion in Medicaid expenditures
<li>Taxes on uninsured individuals will total $8 billion.
<li>Taxes on employers from the “free-rider” penalty would total $28 billion.
<li>5 million Americans would lose their employer coverage.
<li> Only 19 million people will get a subsidy to help them buy health insurance. None of the 162 million people with employer-based care will even be eligible for a subsidy.
<li>The costs of the subsidies in the exchange would grow at 8 percent a year.
<li>The tax on high value plans will quickly be applied to almost all plans. CBO expects the revenues from the Cadillac plan tax to grow at 10-15 percent per year outside the budget window. </li>

<blockquote><p>President Barack Obama’s approval rating has fallen below 50 percent for the first time in polling by Quinnipiac University as U.S. voter discontent grows over the war in Afghanistan.<br />
Obama’s job approval rating fell to 48 percent in the Nov. 9-16 survey of registered voters nationwide by the Hamden, Connecticut-based university, with 42 percent polled saying they disapproved of the job he is doing.<br />
“In politics, symbols matter, and this is not a good symbol for the White House,” Peter Brown, assistant director of the Quinnipiac University Polling Institute, said in a statement.<br />

He and the Democrats are losing Independents fast.  At least <a href="http://www.politico.com/news/stories/1109/29646.html">some Dems</a> are <a href="http://hotair.com/archives/2009/11/18/dems-finally-notice-flight-of-independents/">recognizing it!</a></p>
<blockquote><p>Mounting evidence that independent voters have soured on the Democrats is prompting a debate among party officials about what rhetorical and substantive changes are needed to halt the damage.</p>
<p>Following serious setbacks with independents in off-year elections earlier this month, White House officials attributed the defeats to local factors and said President Barack Obama sees no need to reposition his own image or the Democratic message.</p>
<p>Since then, however, a flurry of new polls makes clear that Democrats are facing deeper problems with independents—the swing voters who swung dramatically toward the party in 2006 and 2008 but who now are registering deep unease with the amount of spending and debt called for under Obama’s agenda in an era of one-party rule in Washington.</p>
<p>A Gallup Poll released last week offered a disturbing glimpse about the state of play: just 14 percent of independents approve of the job Congress is doing, the lowest figure all year. In just the past few days alone, surveys have shown Democratic incumbents trailing Republicans among independent voters by double-digit margins in competitive statewide contests in places as varied as Connecticut, Ohio and Iowa.</p></blockquote>

<p><img vspace="10" hspace="10" border="0" align="right" src="http://www.publiusforum.com/images/chicagosign.gif" />Another trade show is leaving Chicago this time for Atlanta, Georgia. The Chicago Tribune <a href="http://www.chicagotribune.com/business/chi-biz-trade-show-1111-,0,3423970.story">is reporting</a> that the Healthcare Information and Management Systems Society meeting which has been held in Chicago&#8217;s McCormick Convention Center for quite some time is leaving the city due to the high costs that unions force upon its exhibitors.</p>
<p>In <a href="http://www.publiusforum.com/2009/10/19/union-fees-might-cause-another-trade-show-to-exit-chicago/">October we posted</a> that the Plastics Industry Trade Association is also contemplating fleeing Chicago for southern hospitality for the same reason.</p>
<p>The <a href="http://www.healthimaging.com/index.php?option=com_articles&#038;view=article&#038;id=17094:himss-conference-attendance-dropped-5">HIMSS reports</a> that 2009 attendance in Chicago&#8217;s McCormick Center was down by 5 percent compared to 2008. Attendance also dropped from 29,100 in 2008 to 27,500 this year. Additionally, HIMSS reports that they lost exhibitors over 2008, as well.</p>
<p>This is one more example of how Chicago gouges visitors and businesses alike with its highest taxes in the country and its horrid business climate. Chicago stands to lose some $52 million in business from the loss to Atlanta of the HIMSS convention.</p>

If you guessed &#8220;create a photo op with a new working group rather than actually creating conditions which create jobs, such as reducing taxes on business, particularly small businesses, creating incentives for businesses to hire people, etc and so on,&#8221; then give yourself a shot of your favorite liquor. Barry&#8217;s on his way to Asia for a 9 day trip, no decision on Afghanistan, but,  <a href="http://latimesblogs.latimes.com/washington/2009/11/obama-orders-up-jobs-summit-before-leaving-town-text.html" target="_blank">before going</a></p>

He&#8217;s also worried about a jobless economic recovery</p>
<p>So before leaving, the president announced a jobs summit at the White House in December, at which CEOs, union leaders, nonprofits and government officials can figure out how to jump-start the lagging business indicator.</p></blockquote>

And through the Recovery Act, we’ve cut taxes for middle class families, extended and increased unemployment insurance, and created and saved more than a million jobs.</p></blockquote>
<p>Worked to take over huge segments of the private economy and put them under the control of the Federal government. People are still losing their homes. Small business is still having a tough time getting loans. And taxes? Where? Hey, didn&#8217;t he <a href="http://www.barackobama.com/taxes/" target="_blank">promise us</a> a $500/$1,000 check during the campaign?</p>
<blockquote><p>As a result, the economy is now growing again for the first time in more than a year — and faster than at any time in the past two years. But even though we’ve slowed the loss of jobs — and today’s report on the continued decline in unemployment claims is a hopeful sign — the economic growth that we’ve seen has not yet led to the job growth that we desperately need. As I’ve said from the start of this crisis, hiring often takes time to catch up to economic growth. And given the magnitude of the economic turmoil that we’ve experienced, employers are reluctant to hire.</p></blockquote>
<p>Slowed because there aren&#8217;t that many jobs left to lose. I&#8217;m not blaming him fully for that, recessions happen. But, Los Federales can mitigate and reduce the issue with wise business plans.</p>
<blockquote><p>We all know that there are limits to what government can and should do, even during such difficult times.  But we have an obligation to consider every additional, responsible step that we can [take] to encourage and accelerate job creation in this country.  And that’s why, in December, we’ll be holding a forum at the White House on jobs and economic growth.  We’ll gather CEOs and small business owners, economists and financial experts, as well as representatives from labor unions and nonprofit groups, to talk about how we can work together to create jobs and get this economy moving again.</p></blockquote>
<p>Oh, good, labor unions and nonprofits. Ed Morrissey is pointing out that labor unions tend to be job killers, and nonprofits? They do not really tend to stimulate much. They can be useful, certainly, but companies looking to make a profit get people back to work. And you do not do that by yammering on and on. You take action.</p>

<p>Reducing Greenhouse Gases May Not Be Enough to Slow Climate Change</p>
<p>Georgia Tech City and Regional Planning Professor Brian Stone publishes a paper in the December edition of Environmental Science and Technology that suggests policymakers need to address the influence of global deforestation and urbanization on climate change, in addition to greenhouse gas emissions.</p>
<p>According to Stone’s paper, as the international community meets in Copenhagen in December to develop a new framework for responding to climate change, policymakers need to give serious consideration to broadening the range of management strategies beyond greenhouse gas reductions alone.</p>
<p>“Across the U.S. as a whole, approximately 50 percent of the warming that has occurred since 1950 is due to land use changes (usually in the form of clearing forest for crops or cities) rather than to the emission of greenhouse gases,” said Stone.  “Most large U.S. cities, including Atlanta, are warming at more than twice the rate of the planet as a whole – a rate that is mostly attributable to land use change.  As a result, emissions reduction programs – like the cap and trade program under consideration by the U.S. Congress – may not sufficiently slow climate change in large cities where most people live and where land use change is the dominant driver of warming.”</p>
<p>According to Stone’s research, slowing the rate of forest loss around the world, and regenerating forests where lost, could significantly slow the pace of global warming.</p>
<p>“Treaty negotiators should formally recognize land use change as a key driver of warming,” said Stone.  “The role of land use in global warming is the most important climate-related story that has not been widely covered in the media.”</p>
<p>Stone recommends slowing what he terms the “green loss effect” through the planting of millions of trees in urbanized areas and through the protection and regeneration of global forests outside of urbanized regions.  Forested areas provide the combined benefits of directly cooling the atmosphere and of absorbing greenhouse gases, leading to additional cooling.  Green architecture in cities, including green roofs and more highly reflective construction materials, would further contribute to a slowing of warming rates.  Stone envisions local and state governments taking the lead in addressing the land use drivers of climate change, while the federal government takes the lead in implementing carbon reduction initiatives, like cap and trade programs.</p>
<p>“As we look to address the climate change issue from a land use perspective, there is a huge opportunity for local and state governments,” said Stone.  “Presently, local government capacity is largely unharnessed in climate management structures under consideration by the U.S. Congress.  Yet local governments possess extensive powers to manage the land use activities in both the urban and rural areas.”</p>

<p>CNSNews is reporting that <a href="http://www.cnsnews.com/news/article/56897">the Democratic leadership rejected 11 amendments</a> to the healthcare bills that would have required Congress to suffer under the same onerous healthcare legislation they would force upon the rest of the country.</p>
<p>Republicans offered various schemes, some that would require only Congress to join Obamacare, some that would require even members of the Supreme Court, the president, the vice president and other federal employees to give up their generous Federal Employees Health Benefit Program.</p>

“If Congress forces our constituents into a public option plan over time, then members of Congress should be expected to do the same,” Rep. Howard McKeon (R-Calif.) told CNSNews.com.

<p>It is curious that Democrat members of Congress can sit there in Washington  with a straight face and tell us lowly voters that Obamacare is best for us, yet steadfastly refuse to force themselves to exist under that same plan.</p>
<p>If Obamacare is so wonderful, why exactly are Democrat Congressmen so averse to suffering the same fate as the voters? It is obvious that they know the truth about Obamacare. It is a disaster and they know it. Otherwise, why would they fight so hard to stay out of it?</p>

<p>In a victory for free labor, the U.S. Department of Labor (DOL) has <a href="http://www.thetruthaboutplas.com/2009/11/06/first-project-labor-agreement-under-obama-administration-cancelled/">cancelled its solicitation for bids</a> to build a new Jobs Corps Center in the state of New Hampshire. Why is it a victory? Because initial plans to receive bids would have discriminated against non-union construction companies per President Obama&#8217;s orders. Over 80% of all construction companies are non-union.</p>
<p>Executive Order 13502, signed early in Obama&#8217;s term, was applied to the New Hampshire construction project and instituted what is known as a <a href="http://www.abcmi.com/PLA_Watch_Michigan/What_is_a_PLA.aspx">Project Labor Agreement</a> (PLA). A PLA is a way to force all companies working on a construction project to agree to union rules, dues, pensions and payments whether they are union shops and their employees are union members or not. </p>
<p>In effect, a PLA turns every employee and company working on a PLA enforced project into a unionized force. Naturally, this drives up costs, lengthens deadlines, and forces employees to fork over dues money even if they don&#8217;t belong to a union.</p>
<p>A PLA ruling either outright excludes non-union companies (often as much as 80% of the workforce in any particular state) or forces them to be hobbled under union rules, but PLAs are nothing less than a government payoff to unions. In essence a PLA is a direct transfer of government money to union coffers and that is precisely why President Obama decreed via Executive Order that henceforth all government construction projects would be forced to proceed under PLAs.</p>
<p>As David Denholm <a href="http://davidsvrwc.blogspot.com/2009/11/obamalabor-bid-rigging-scheme-unravels.html">amusing put it</a>:</p>

To put this in perspective, picture a thug at a candy store in Chicago telling the store&#8217;s owner that for a weekly payoff his windows won&#8217;t be broken and his customers will not be molested. The cost of the weekly payoff is, of course, passed along in higher prices to the purchasers of candy. The thug has the additional economic responsibility to impose the same terms on all other candy stores in the area so that his client won&#8217;t be at a disadvantage.

<p>I wonder why Mr. Denholm used Chicago as his example&#8230;</p>
<p>The victory in New Hampshire came after Associated Builders and Contractor (ABC) member North Branch Construction of Concord, N.H. <a href="http://www.abc.org/Newsroom2/News_Releases2/2009_News_Releases/ABC_Defeats_Unlawful_and_Discriminatory_New_Hampshire_Construction_Contract.aspx">filed a protest</a> with the Government Accountability Office (GAO). North Branch Construction challenged the PLA as unlawful and discriminatory.</p>

“This is a real win for the principle of fair and open competition in government procurement,” said North Branch Construction attorney Maurice Baskin of Venable LLP, ABC&#8217;s General Counsel. “It is no coincidence that the Department of Labor canceled its unlawful PLA mandate the day before the agency was required to file a response to our bid protest. We demonstrated that there was no justification for imposing a PLA on this project and that the PLA mandate violated the Competition in Contracting Act and other longstanding federal procurement requirements.”</p>
<p>“There is no justification for playing favorites in the government procurement process,” said ABC President and CEO Kirk Pickerel. “We hope that other federal agencies will heed this example and recognize that PLAs only result in delayed construction and harm to taxpayers. ABC will continue to protest any attempt to impose PLAs on federal construction projects in violation of competitive bidding laws.”</p>
<p>“The Department of Labor can still move this project forward by abandoning this illegal PLA,” said Ken Holmes, president of North Branch Construction. “Our company and other New Hampshire businesses deserve a fair opportunity to provide the public with the best construction product at the best price and we hope the Labor Department will build this project without a PLA in early 2010.”

<p>It remains to be seen if this success can be replicated in other projects in the future, but for now this can be seen as a victory for free labor and a hopeful precedent for the future.</p>
