Pelosi Whines About Process Over Substance (Plus St. Paddy’s Pinups)

Apparently, Queen Nancy was nipping at the green beer a day early

Democrats are considering using a complicated process to avoid a direct vote on the Senate-passed bill, which is unpopular with House Democrats. Instead, they would declare the Senate bill passed once the House votes to approve changes it wants.

Republicans said the strategy was designed to protect Democrats in November’s congressional elections by camouflaging their vote. “There is no way to hide from this vote,” House leader John Boehner said. “You can run but you can’t hide.”

Democrats noted Republicans used the process when they controlled the House and accused them of trying to change the subject. “If you don’t want to talk about substance, talk about process,” House Speaker Nancy Pelosi said of Republicans.

Let me ask you something, Nance. Can I call you Nance? If the substance is so utterly, wildly, madly awesome, then why are you having to go through this process? Why not just call for an actual vote, as “deemed” by the Constitution? What’s that? You don’t have the votes, and you want attempt to protect elected Democrats from the backlash? Strange.

Representative Chris Van Hollen, chairman of the Democratic House campaign committee, said the procedure was “perfectly appropriate” and he was not concerned about a political backlash.

“At the end of the day, what the American people are going to look at is what this bill does to affect their daily lives,” he told reporters.

If that was the case, Chris, Democrat House leaders would just call for an up or down vote. But, you are correct: what the American People are going to do is look at how badly this legislation affects their lives. Sucks to be you.

    Do you even understand what the vote does, or are you just blindly parroting Limbaugh, et al?

    All they are doing is condensing two votes into one: pass the Senate bill, and apply their “fix” bill to get rid of the offensive portions of the Senate bill. The Senate bill will be “deemed” passed once the Senate passes the fix.

    Of course there will be a vote! So soon we’ll soon see if she “don’t have the votes.”

    The process was used over 35 times in the last Republican congress, 2005-2006, btw. The extent to which you let your media kings get you riled up about parliamentary procedure which you don’t understand, is mind-boggling.

    And of course house dems don’t want to pass the Senate bill by itself – for the same reason you wingers complain about it. It has poison pills like the Cornhusker kickback and Louisiana purchase. By passing the bill in this fashion, they guarantee that the Senate won’t renege and refuse to pass the reconciliation package.

    This is the argument that kills me. It sounds like a 5 year old whining that his friend gets to do something he does not. “But Billy got to do it, so should I.” It was just as wrong when done before as it is now.

    Article I, sect. 7: Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States; If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law. But in all such Cases the Votes of both Houses shall be determined by Yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively. If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law.

    Seems pretty clear, it would also seem that any time the “deem and pass” trick was used it was unconstitutional. Just because little Billy did something wrong, doesn’t mean it’s OK for you to do it.

    Sure, you can find the numbers and details with a Google search, but here is an exhaustive article.

    When Republicans took power in 1995, they soon lost their aversion to self-executing rules and proceeded to set new records under Speaker Newt Gingrich (R-Ga.). There were 38 and 52 self-executing rules in the 104th and 105th Congresses (1995-1998), making up 25 percent and 35 percent of all rules, respectively. Under Speaker Dennis Hastert (R-Ill.) there were 40, 42 and 30 self-executing rules in the 106th, 107th and 108th Congresses (22 percent, 37 percent and 22 percent, respectively). Thus far in the 109th Congress, self-executing rules make up about 16 percent of all rules.
