The common defence shall be &quot;provide(d)for&quot;, thus alllow for taxation to support same.  Promote does NOT mean provide.  Ask a liberal politician if they would rather that their supporters &quot;promote&quot; their financial support for reelection or &quot;provide for it&quot;.  See what answer you get.
This is not a case of mere semantics.  The founders chose their words carefully.</description>
