		<description>This is a court case waiting to happen if anyone has a lawyer that is well versed on the U.S. Constitution.  I have read the U.S. Constitution 14th Amendment which is open to interpretation but the idea of counting the same person in two different states because the happen to be visiting one state while living in the other is rather absurd.  The same could be said of aliens whether illegally here or not.

So do you count a person in the country they are a citizen or the country they are visiting, even if they have lived in the later a period of time?</description>

However, they should be counted ONLY for that purpose, not for divvying up representation or monies or anything else.  Strictly for the numbers and their costs.</description>
