		<description>It does help to read the bill but as you point out the language can rather vague and so open to interpretation.  You also have to consider how other bills already in effect will effect the bill in question, which is why you need lawyers or at least some knowledge of those laws.   Of course all of this relies on the assumption that the courts will not choose to create some legal fiction when interpreting the law which is perhaps an unrealistic assumption.</description>

Well,... if we could &lt;i&gt;require&lt;/i&gt; them to actually &lt;i&gt;read&lt;/i&gt; the bills, then perhaps &lt;i&gt;they&lt;/i&gt; could require that bills submitted to them should be comprehensible to anyone of reasonable intelligence (assuming that congress folk could meet that standard).
