If the states can't afford it on their own then how is the federal government that has more overhead going to afford it. If the state can afford it then it is up to them to decide if they want to do it and that without paying the federal government as a useless middleman. If the states can’t afford it on their own then how is the federal government that has more overhead going to afford it. If the state can afford it then it is up to them to decide if they want to do it and that without paying the federal government as a useless middleman.
