I doubt the federal government followed the law since if they did then any gifts they dispensed would be subject to both state legislation and state taxation. I am kind of curious who the federal government made the agreement with in this case. After discovering that gerbils were sometimes quite nasty her constituents discovered the "special" mouse. Of course, the mouse was soon "in trouble" so to speak.....so Pelosi the Rat had to step in and help. Over and out from the former state of California..... now just known as the permanent state of fear. Well, to be fair you have to remember what district Pelosi represents.
