		<description>Oh, for crying out loud. Look, the military should always take major steps to protect civilians. That&#039;s a given. Still, this smacks of a major misstep and attempt to tie the troops&#039; hands. Weren&#039;t issues with rules of engagement one of the complaints during the Bush years? Weren&#039;t at least some of those issues resolved as part of the surge in Iraq?

Why make things more difficult for the troops in combat? They have enough to worry about as it is. They certainly don&#039;t have the option to take time off to go for ice cream.</description>
