Obama will allow the current class to graduate but will bar future kids in DC (except his own) from attending charter schools because the unions object. Since Obama couldn't cut off past funding for the fence, and since his mexican pals object to the fence, Obama will just make sure the past funding work is completed along with nice roads for the coyotes to use to send up their drugs and illegal immigrants.
