This will then morph quickly into all rights and freedoms being subject to those who loathe traditional American values and rights -that they might tear them down.</description>

1) Senator Kerry has been involved in every one of the global warming conferences and is the Democratic expert on this issue in the Senate - per Boxer and Reid. He has been for dealing with this issue since the first Senate hearing which he was part of that Gore chaired in 1987.

2) There was NO vote on Kyoto. It was not brought to the Senate floor. The vote you are likely referring to (Byrd/Hagel) was a resolution passed 4 months before Kyoto finished that called for the treaty to include countries like India and China. Kyoto did not include this and though Clinton signed it, he never submitted it to the Senate for approval.

3) In December 2007, Kerry was the sole member of the Congressional delegation to go to Bali. The reason - it was 40 hours roundtrip by  commercial flights to spend 36 hours there. One thing accomplished was that the framework included the undeveloped countries. (Kerry incidentally was praised by the head of Bush&#039;s team there for his efforts leading up to and at that conference. One member of that team said that without Kerry there would have been no treaty.)

4)Kerry was also the Congressional representative at Poznan - as well as Obama&#039;s unofficial representative. 

5) Any global warming treaty will be handled by the SFRC, which Kerry chairs

As to the Senate: 
The Republicans had control at the start of the Bush years until Jeffords switched to independent and caucused with the Democrats. The Democrats were then in the majority, by one vote, until January 2003. The Republicans were then in control until January 2007 with significant majority. In 2007, the Democrats again had a 1 vote majority.  The Road block Republicans blocked everything the Democrats tried to pass - filibustering which requires the Democrats get 60 votes.

As to submitting legislation, he did - with Olympia Snowe as the co-sponsor.

Kerry is the husband of a very wealthy woman, who is the same person she was when she was considered the charming, beautiful, brilliant wife of Senator Heinz. They met when she was a NGO American delegate to the Rio global warming conference and he was there as part of the Senate delegation.</description>
