'B' isn't weak- the U.S. is technically broke and nearly irrelevant due to its slowed technological edge in many areas; therefore, 'B''s options insofar as enforcement of U.S. policy are limited 'cause we live in a global economy and what happens in one country, affects the economy of another. It's like this- no finance, no romance. Economic (not military) relevancy is the name of the game.
