It doesn´t strange in Chicago, it´s one of the most violent city in the country. If you look at public schools in Chicago in the 1990 years, you can see again this problem. Duncan´s phrase "failed policies of the last eight years” is absurd in this case. She politized the issue, that´s obvious. I really don´t know if Obama wants this system for all the country, i hope not. I think this is a typical problem with big city´s public schools.
