		<description>You are not watching the housing sectors as banks are already doing what the bill proposes on their own.  This is basically a bailout for the banks to reimburse them for costs they would be having anyways. The reasons the banks are doing this is because they do not want to be stuck with a house they cannot legally hold very long and which is a drag on the market.  If they sold the house then they would be selling it at pretty much the cost they are renegotiating the loan at anyways.</description>
