In Tennessee, our legislature tried to enact a state income tax against the wishes of the majority of the citizens a few years ago and <a href="http://www.tntaxrevolt.org/taxpics.htm" rel="nofollow">everyone laid siege to the Hill</a> while honking their horns. This current situation is more dire than that but has sprung up so quickly that no one has had time to mobilize. That's kind of the point of it all. If this beast can't be defeated in Congress than it needs to be taken to court on some grounds until we can have a new election or a special election. This situation does call for this kind of action though.
