Let&#039;s be honest, here.  The killing of 300+ innocents in Beslan, Russia was tragic, but had no impact on the course of Russian history, society, economy, etc.

That&#039;s what terrorists do.  Lacking sufficient followers to carry out genuince revolutions or rebellions against the established authorities they oppose, they undertake horrendous murders against typically unarmed civilians .... knowing that the Internet and cable-TV news channels will give them all the attention they crave.</description>

		<description>In our open society there is no effective way to protect all soft targets--schools, churches, malls, stores, etc. against armed terrorists or crazy / evil people.  Staying on defense never wins a football game--only going on offense works.

The electronic, internet, phone, and mail intercepts on financial / suspicious contacts with terrorist sponsoring states may give advance information on suspicious persons.  Some &quot;locos&quot; may be spotted by alert persons when they scout out the targets.

These attacks will always be possible--this is an unfortunate fact of life. Use all existing laws to get maximum penalties for anyone involved in this type of activity.
