The fact that this is always followed up by statements that don't actually answer the questions put to them tends to suggest that it's just that, a line. Watch the Speaker, she gets most animated, and most personally excited when she goes on about saving the Earth, and cutting down on "petrochemicals." That's how you get to the truth, look for the personal cues... and her's have to do with the environmentalist notion that people must be forced to do what the enviro-movement thinks is right. They don't want lowering prices to undo the "gains" in getting commuters out of automobiles, boosting mass transit numbers, etc etc. So what if higher gasoline prices destroys the lives of people who were getting by paycheck to paycheck? For every family unable to make ends meet, that's one less car polluting the air! If only it would translate into one family's worth of votes for a more sensible candidate.
