He said "consequence" and you said "responsibility" and "blame". If you increase the number/convenience of opportunities for the average person to sin, it is an obvious <em>consequence</em> that the number of sins per person will rise. Each person still bears full moral responsibility (a.k.a. "blame") for all of his sins, but that doesn't change the fact that there is a real cause/effect relationship between the rise of the internet and the rise of cheating.
