It's the fact that there's a piece of metal on some woman's chest and the TSA have to make sure it's not anything else but a nipple ring. The only way to do that is by having the woman remove it herself. The TSA are not permitted to pat down breasts, nor are they permitted to look at bare breasts(in fact anyone who flashes at a checkpoint gets removed by the state police).
