The sad fact is this is a very uncommonly performed type of abortion. It is usually reserved for patients in which the fetus is very deformed primarily in cases where the head of the fetus becomes so large that it cannot fit through the birth canal and even makes cesarean sections difficult. It has been used in cases where the birth of the fetus is likely to cause severe damage(or death)to the mother and where the fetus is already damaged (as in hydrocephalus where the fetus' head becomes hugely dilated and filled with fluid) to the point that its survival outside the womb is unlikely.

What the lay term "partial birth abortion" ban will actually do is increase maternal death and damage to their future abilities to have children, by forcing them to have vaginal births or cesarean sections under unsafe conditions.
