It sounds like you are stating that according to the ACLU promoting crime is free speech so if I gave a speech urging people to assassinate the President then I would be protected by the U.S. Constitution.  That sounds completely absurd.</description>

That&#039;s not a legal argument, though.  I&#039;m at a loss to see how this involves a violation of first amendment rights.  As you say, &quot;he who pays the piper calls the tune&quot;.  If congress wishes not to fund organizations that advocate certain positions, then that is well within their right to do so.</description>
