		<description>I have some question if our courts have the legal jurisdiction to rule on the Khobar
Towers Attack.   It is possible they do if Kyber Towers was considered United States territory at the time.  It depends on if the United States Flag was flying over the building at the time.  If so then the Law of the Flag would dominate and our courts would have jurisdiction.</description>
