Rumsfeld has increased the duration of several units’ rotation to Iraq but that has the unpleasant side effect of deterioration of a unit’s effectiveness as stress takes its toll. There IS a chain of command, and CIVILIANS are in CHARGE of our military for a Constitutional reason! While there may have been too few troops, the invasion succeeded much easier than ANYONE expected. To win the peace we need to empower Iraqi Civilian government, not be OCCUPIERS - see the USSR experience in Afghanistan! Sour grapes by ex-generals should not even be allowed to see the light of the media - especially when they don't like Rumsfeld because he wants our forces lighter and more mobile! If Rumsfeld had been given the support he deserved we would have seven or eight of the highly effective Stryker Brigades in Iraq now, instead of ONE!
