In other words when school is not in session and when people in the community are typically free to enter school grounds at will. As Glib points out schools have always been places that community events, pick up sports, etc have occurred. This move would not allow Christian events - in this case a prayer for the school by local churches that was conducted on a weekend - from occurring on school grounds even if school was not in session.
