It is just not a total defeat. Hezbollah are looking at themselves as Lebanese and allowing Lebanon’s military in the south where they were not located before. They state they will not show their weapons. If they do not drill then their military skills determinate and the official Lebanese government will grow more powerful. In the United States during the Civil War Lincoln use Antietam which was not a clear cut victory or loss to give an extra bump to the Emancipation Proclamation. The advance of politics does not require a total victory. Actually it is a defeat. It is just not a total defeat.
