I dunno about you, but if I was a despot I would want to make sure that my residence was clear of radioactive material no matter how much the US and Europe said they hadn't used any. And wasn't the US using depleted uranium? I mean we're talking about the places where Sadam lived. Where his children lived. I think it's completely rational that he would want them checked out for contamination or radiation. You're making quite a leap here. Especially since you're baseing your leap upon US congressional documents that are themselves speculation.
