In present day matters, the more liberal the world has become, the less responsible and mature people have become. Or maybe I'm speculating in the extreme and have no idea what I'm talking about. I know the United States used to allow underage marriages with parental concent. It is possible that the benefits of marriage overcome the harm caused by sex with minors above 12.
