How Hard Is It To Tell The Difference Between Public Transportation And A School Bus?

According to CAIR, it was quite a difficult thing to do for these two Saudi men in Tampa. You know, cultural differences and all.

I can see it being plausible that individuals from the Middle East would confuse school busses for public transportation if they use school busses for transportation in the Saudi Arabia.

My question is why the bus driver allowed them on the bus without alerting authorities. Why the bus driver drove them to school. In other words why does the bus driver still have a job as he/she does not seem to have been acting in the best interest of the children on the bus.
