The other part is the communist Baath party the dominates the Sunni population. I am firmly convinced that most of the so called secular violence in Iran was really between communist posing as Sunnis and Shiites. I have heard that Al Quada is a Sunni religious group. If, as rumored, most of the local Sunni's are communist then it would certainly not be fertile ground for them. Al Quaeda is only part of the adverse situation.
