I looked up whether New York Federal judges tend to be liberal or not and found out they are fighting against tougher sentencing guidelines on criminals and allowing Congress to have oversight of there cases. That may indicate a bias that the New York Times plans to exploit. This is probably a political move that is designed to get their side reviewed with more respectability.
