The County isn&#039;t charging $500,000 to place a display in the &quot;Free Speech Zone.&quot;  They are requiring proof of liability coverage in that amount.  This doesn&#039;t mean that the organization has to put up the $500,000, but they must secure a liability bond in that amount.  If you all would have read the next thread I explain that.

	The whole point of the liability requirement is in the event of personal injury or property damage caused by any portion of the displays.  If a strong wind were to come up and dislodge the display, someone needs to be responsible for the damage that it may cause.  It isn&#039;t the County&#039;s display, so why should the County be liable.  It only makes sense to require the organization who constructs the display to assume the liability in this case.  This is the reason for the requirement.</description>
